Apa itu maklumat?

DEFINISI MAKLUMAT
Maklumat ialah suatu bentuk penerangan yang dibuat berdasarkan sumber yang diperolehi dalam bentuk data hasil daripada pemprosesan, pengumpulan dan penganalisaan data yang kemudiannya dapat memberi manfaat dan menambah tahap pengetahuan kepada penerima maklumat tersebut. Menurut Brown (seperti yang dipetik dalam Paisley dan Chen, 1982), maklumat boleh didefinisikan sebagai sistem yang menterjemahkan mesej supaya dapat disimpan, mendapatkan kembali dan kemudiannya dimanipulasikan dan akhirnya menjadi sumber akhir yang sedia untuk digunakan (Definisi ICT, t.t.).
Selain itu, maklumat menurut McLead JR (1983), telah mentaksirkan ianya sebagai data yang telah diproses atau data yang memberi makna yang difahami kepada seseorang individu yang kemudiannya akan dibuat kesimpulan mengenai sesuatu isu atau permasalahan dan membuat tindakan susulan bagi penambahbaikan.


FUNGSI DAN KEPENTINGAN MAKLUMAT
Fungsi maklumat ialah untuk mengubah organisasi kognitif seseorang individu dan seterusnya memberi kesan kepada cara seseorang individu itu berfikir dan membantu dalam proses pembuatan keputusan atau menyelesaikan sesuatu masalah. Maklumat amat diperlukan dalam mengatur sesebuah organisasi bagi melakukan pembaharuan atau lebih tepat lagi sebagai agen penting bagi membantu proses pembuatan keputusan oleh pihak pengurusan. Menurut H. Schiller (seperti yang dipetik dalam Ding Choo Ming, 1998), maklumat memainkan peranan yang semakin penting dalam proses kehidupan dan pengurusan. Dari segi sosial, maklumat yang sudah diproses menjadi data yang berguna dan terkini akan menjadikan kita lebih pandai, kreatif, produktif, dan berinovatif seperti yang dituntut oleh dunia kini dengan memanfaatkan sumber yang ada dengan sebaik mungkin dan memberi pendidikan yang berguna kepada masyarakat.


SEJARAH PERKEMBANGAN MAKLUMAT
Maklumat dahulunya disebarkan melalui simbol-simbol dan lukisan yang dilakarkan di dinding-dinding gua untuk berkomunikasi sesama mereka sebelum adanya penemuan kertas. Setelah berlakunya evolusi perkembangan, penggunaan kertas mula timbul dan seterusnya digarap secara bercetak dalam bentuk buku bagi memudahkan masyarakat menimba ilmu. Namun kini, rentetan era kemajuan teknologi maklumat beserta kemajuan inovasi teknologi komunikasi, masyarakat hari ini berada dalam zaman peralihan dalam cara penerimaan dan penyebaran maklumat.
Perkembangan teknologi komputer telah menyebabkan permulaan era maklumat di seluruh dunia. Ini berubah lagi ketika maklumat boleh dimanipulasi secara sepenuhnya, berikutan munculnya komputer. Maklumat telah diterjemahkan secara terus menerus, dari analog menjadi digital. Oleh itu mengakses maklumat adalah lebih menyeronokkan dan sememangnya lebih mudah dengan penggunaan komputer berikutan kepelbagaian bentuk dan jenis maklumat yang dapat diperolehi. Perkembangan tersebut sememangnya telah mengurangkan kebergantungan masyarakat terhadap sumber-sumber maklumat lain tertamanya yang bercetak seperti buku, suratkhabar dan sebagainya.

Budaya membaca buku kian terpinggir kerana masyarakat mempunyai cara lain yang lebih mudah untuk mendapatkan segala maklumat yang dikehendaki dan ingin diketahui dengan hanya diselongkar dalam jaringan internet sahaja. Masyarakat hari ini lebih berminat untuk berkomunikasi dengan menggunakan komputer melalui e-mel, CD-rom, dan internet berbanding dengan mencari buku-buku sebagaimana lazimnya. Dengan kata lain, internet ialah satu cara baru masyarakat berkomunikasi dengan berjuta-juta orang di seluruh dunia untuk mendapatkan segala informasi dan maklumat terkini yang terlalu banyak di dalamnya.



PERKEMBANGAN SEMASA MAKLUMAT

Rentetan dari pelbagai kemajuan yang sentiasa berkembang dari semasa ke semasa terutamanya dalam dunia ICT semakin banyak penemuan-penemuan yang menjadikan maklumat itu sesuatu perkara yang penting yang mesti ada pada setiap masa dan boleh diakses tanpa mengira masa dan tempat. Menurut Floridi (2010), di dalam bukunya Information: A Very Short Introduction telah menyuarakan pendapatnya bahawa kini kita hampir tidak mustahil untuk mendapatkan semua maklumat dan mampu diperoleh dengan mudah di laman-laman web memandangkan hampir semua data adalah realistik untuk dijadikan sumber rujukan dan menjadi maklumat. Sebagai contoh perkembangan teknologi komputer dalam perubatan telah membolehkan berlakunya penemuan deoxyribonucleic acid atau ringkasnya DNA. DNA pada beliau adalah data bagi setiap manusia dari pelbagai segi terutamanya genetik dan ia telah menjadi sesuatu yang amat penting bagi menyalurkan maklumat untuk tujuan perubatan, forensik dan penyelidikan. Natijah dari perkara-perkara tersebut dan seumpamanya adalah dari maklumat yang disampaikan yang akhirnya mewujudkan satu evolusi dalam bidang perubatan.

KESAN MAKLUMAT KEPADA PERSEKITARAN DAN MASYARAKAT

RUMUSAN
Maklumat kini merupakan satu komoditi yang amat penting bagi setiap individu yang mahu menambahkan ilmu pengetahuan dan keyakinan diri bagi bergaul dengan masyarakat untuk berjaya dalam bidang yang diceburi ditambah pula dengan persaingan sengit dunia sekarang. Dengan adanya teknologi terkini, segala maklumat dapat diperoleh dengan mudah hanya di hujung jari tanpa memerlukan masa yang lama.
Pendek kata, jika masyarakat menggunakan teknologi yang disediakan secara bijaksana iaitu menggunakan internet sebagai penyalur maklumat utama dengan sebaik mungkin, ianya sememangnya amat berguna dan bermanfaat untuk memperkaya dan menjelajah perkembangan minda ke arah masyarakat yang lebih maju, berdaya saing dan progresif.

WUJUDNYA KEPELBAGAIAN PROFESION BERKAITAN MAKLUMAT
Nilai strategik dan operasi penyediaan maklumat yang baik diakui oleh pelbagai pengusaha. Pengendalian maklumat dan pengurusan maklumat dalam pelbagai penyamaran mereka semua telah semakin dilihat sebagai penting untuk kelangsungan hidup dalam kepelbagaian yang sedang berkembang di pasaran: kesihatan, multimedia kewangan; maklumat undang-undang, pembangunan perisian; penerbitan;; penyelidikan; broker maklumat dan perunding maklumat. Selain tradisi bidang akademik, sektor awam, kerajaan dan sektor perpustakaan secara khusus telah meluaskan dalam hal definisi mereka tentang perkhidmatan awam, dengan pakar maklumat memuat peranan yang disempurnakan konsultasi, sokongan pelajar dan kejuruteraan sistem maklumat. Inilah definisi yang lebih luas dari profesi maklumat yang kajian maklumat enam belas jabatan dan sekolah-sekolah di Inggeris berusaha untuk melayani sebagai pendidik profesional maklumat masa depan.

"If anyone rules by other than what Allah has revealed they are kafireen (unbelievers)." (TM.Qur'an. Maida 5:47).



Shari'ah is the code of law for the Islamic way of life which Allah swt has revealed for mankind and commanded us to follow.
The word Shari'ah means a clear straight path or example.

Shari'ah, or Islamic law, is the code of conduct for Muslims and is based on two main sources: The Qur'an and the Sunnah of the Prophet. It aims towards the success and welfare of mankind both in this life and the life after death.

Shari'ah prescribes a complete set of laws for the guidance of mankind so that Good (Ma'ruf) may triumph and Evil (Munkar) disappears from society. It provides a clear and straight path which leads to progress and fulfillment in life and the attainment of Allah's pleasure.

The Qur'an is the main basis of Shari'ah. It states the principles while the sunnah of the Prophet provides the details of their application. For example, the Qur'an says: establish salah, observe sawm, pay zakah, take decisions by consultation, do not earn or spend in wrong ways- but it does not describe how to do these things. It is the sunnah of the Prophet which gives us the details.

The Qur'an is the main book of guidance and the Prophet taught how to follow it. The Prophet not only told us how to follow the guidance, he also practiced it himself.

Shari'ah has rules for every aspect of life. It is complete and perfect, and guarantees us success, welfare and peace in this life on earth and in the life after death.

Man-made laws differ from Shari'ah in a number of significant ways.



Man-made law
1. Men make laws when they feel the need; these laws start from a few and then grow in number over the years.

2. Man-made laws are not permanent; they can be changed according to the time and circumstances. For example, in a particular country at a particular time, drinking alcohol may be banned; but this can change when public pressure grows. The American Government once banned alcoholic drink but removed the ban after a time because it could not be applied.

3. Man does not have knowledge of the future. Hence, manmade laws cannot stand the test of time.

4. Man is a created being. His laws are the creation of the created.

5. Man-made laws may be suitable for a particular nation or country. They cannot be universal.

6. Men make laws to suit their own needs. Suppose members of parliament want to decrease the rate of tax on rich, they would do so, even if the majority of the people suffered and there was high unemployment in the country.

Shari'ah or The Creator, Allah's law.
1. Islamic Law is complete and perfect and covers all aspects of human life.

2. Shari'ah is permanent for all people all the time. It does not change with time and conditions. For example, drinking alcohol and gambling are not allowed under Islamic law. No-one can change this; it is a law that is valid for all time and for all places.

3. Allah is All-knowing and All-powerful; He is the most Wise and His laws are the best and are complete.

4. Allah swt is the Creator and His laws are for men, His creation.

5. Allah's laws are for all nations, all countries and for all time. They are universal.

6. Allah is above all needs. He is not dependent on anything, so His laws are for the good of all people and not for a few, selfish people.

Shari'ah has two other sources: Ijma' (consensus) and Qiyas (analogy or reasoning on the basis of similar circumstances). These sources must still be based on the Qur'an and the Sunnah.

Ijma', or consensus, applies to a situation where no clear conclusion can be made from the Qur'an and the Sunnah. In this situation the representatives of the people who are well-versed in the Qur'an and the Sunnah will sit together and work out an agreed formula to solve the particular problem. Ijma' developed during the period of the Al- Khulafa'ur-rashidun.

Qiyas means a reference or analogy or a comparison of one thing with a similar one. It is applied in circumstances where guidance from the Qur'an and Sunnah is not directly available. A solution to a problem is reached by a process of deduction from a comparison with similar situations in the past.

Sunnah

The word Sunnah means a system, a path or an example. In Islam it refers to the practice of the Prophet, his life example. It is embodied in the Ahadith (plural of Hadith) which are the Prophet's saying, actions and the actions done with his approval. Ahadith have been very carefully collected and compiled since the death of the Prophet. Six collections of Hadith are regarded as the most authentic. They are:

1. Sahih Al-Bukhari

(Collected and compiled by Muhammad bin Isma'il, known as Imam Bukhari, born 194 AH, died 256 AH).

2. Sahih Muslim

(Muslim bin al-Hajjaj, known as Imam Muslim, born 202 AH, died 257 AH).

3. Sunnah Abu Dawud

(Aulaiman bin Ash'ath, known as Abu Dawud, born 202 AH, died 275 AH).

4. Sunnah Ibn Majah

(Muhammad bin Yazad, born 209 AH, died 273 AH).

5. Jami' At-Tirmidhi

(Muhammad bin 'Isa, date of birth not known died 279 AH).

6. Sunnah An-Nasa'i

(Ahmad bin Shu'aib, born 215 AH, died 303 AH).

In addition to this, the Muwatta' of Imam Malik (born 93 AH, died 179AH), Mishkaat Al-Masabih of Abu Muhammad al-Husain bin Mas'ud (died 516 AH) and Musnad of Ahmad bin Hanbal (born 164 AH, died 241AH) are also well known.

Fiqh

Fiqh is the science of Islamic Law or jurisprudence. It refers to the collection and compilation of Islamic laws based on the Qur'an and the Sunnah of the Prophet. The word Fiqh means knowledge and understanding.

Some great Muslims devoted themselves to the task of developing the science of understanding Islamic law and its practice. The four best-known compilers of Islamic law or Shari'ah are:

1. Abu Hanifah Nu'man bin Thabit, known as Imam Abu Hanifah (born 80AH, died 150AH).

2. Malik bin Anas, known as Imam Malik (93-179AH).

3. Muhammad bin Idris Al-Shafi'i, known as Imam Shafi'i (150-240AH).

4. Ahmad bin Hanbal, known as Imam Ibn Hanbal (164-241 AH).

Islamic law divides human activies into:

1. Fard or Wajib (duty or obligatory)

-performance of these actions is rewarded and their omission is punished.

2. Mandub (recommended)

-actions the performance of which is rewarded but omission of which is not punished.

3. Mubah (silent)

-actions permitted by silence.

4. Makruh (disliked)

-actions disapproved of but not punishable.

5. Haram (forbidden)

-actions punishable by law.

The scholars and experts on Islamic Law have made Shari'ah easier to understand and practice by science of Fiqh. Fiqh is the explanation of the Islamic laws based on the Qur'an and Sunnah.

Islamic law or Shari'ah embodies the ideal Islamic life. Islam is the complete way of life and Shari'ah is the means to arrive at the ideal life recommended by Islam. Shari'ah enables us to bring our life in line with the will of Allah swt. It is the process of achieving our goal of life.

Islam and the Judiciary
One can expect to see some horrendous punishments in a public display, like cutting the hand of the thief, or the execution of murderers. These indeed are terrible sights, and will take place in open areas, leaving a lasting effect on the hearts and minds of the society; for society will witness the intense suffering of the criminal.

So in future anyone even thinking of committing such a crime will think twice. Even those who did not witness the event in future generations will think twice. For in fact such punishments are not meeted out frequently at all, as by their nature they have such a powerful deterrent effect.

Furthermore, it is extremely difficult to cut the hand of the thief, for circumstantial evidence is not sufficient. Thus, the judiciary ensures that there would be no wrongful convictions, which seem more and more to be a sign of our times.

Severe punishments are not the only means to deter crime. Islam tackles the problems from all angles. The economic system secures the needs of people and cuts the want for stealing. The education system, through reminding society of accountability to the Creator, cuts the desire for stealing. So all the systems work in harmony. The reason why regimes like Saudi Arabia and Sudan fail is because they only implement parts of Islam side by side with man-made law, such that they punish by Islam but do not secure the needs by Islam.

Imagine a society where there is a sense of security. There would be no need to turn over your shoulder when walking the streets at night for fear of being assaulted, and no need to buy extra door locks, window locks and letterbox locks for fear of being burgled. This is no fantasy - indeed it was the case for centuries under the Islamic State.

Furthermore, Islam in its judiciary upholds values that are downtrodden in society, for example honor. In Islam accusing someone of adultery is a punishable offense, whereas for newspapers today it is a source of revenue.

Or take as another example the issue of belief. In Islam if any one insults any prophet of Allah swt they are subject to be killed. This may appear harsh. But surely belief is at lest as worthy of protection as property, for on the day of judgement it is the belief that will save us, not our property.

Islam and the Foreign Policy

Islam has its own unique view about foreign policy. The Khilafah’s dealings with other states is not on the basis of securing ‘national interests’ as per Lard Palmerston’s dictum. Rather its sole interest is to free man from the slavery to another man, and return human beings to the true purpose for their creation - the worship of our Creator, Sustainer Allah swt.

So the objective of the foreign policy is to spread Islam by invitation (da’wah) and Jehad ((strive against (the evil) to abolish idolatry, tyranny and oppression).

Thus, what we would hear on the media about the dealings of the Islamic State would be completely at variance with that of what we hear of the existing Muslim regimes.

Pengurusan dan Pentadbiran

Pengurusan dan pentadbiran. Bezanya.
Menurut Kamus Dewan, pentadbiran bererti perbuatan melaksanakan urusan mengelola atau menjalankan sesuatu pejabat, kerajaan dan lain-lain lagi. Dengan kata lain pentadbiran ialah satu perlakuan untuk mengurus atau bertindak sebagai ejen dalam hal-ehwal fungsi pemerintahan atau fungsi kerajaan. Dalam definisi yang lain menyatakan pentadbiran adalah satu proses yang memusatkan kepada identifikasi, penyelenggaraan, pengawalan dan penyertaan penggunaan sumber-sumber sama ada berupa tenaga manusia mahupun bahan dalam satu sistem yang bersepadu dibentuk untuk mencapai objektif yang telah ditetapkan. Pengurusan pula adalah melaksanakan sesuatu melalui manusia iaitu satu proses sosial yang dibentuk, disusun untuk mengujudkan kerjasama, penyertaan dan penglibatan ahli-ahli dalam sesebuah organisasi bagi tujuan mencapai sesuatu objektif
atau matlamat yang ditetapkan

Definisi Pengurusan
Pada amnya pengurusan dapat didefinisikan seperti berikut:

1. Pengurusan sebagai proses perancangan, penyusunan, pengarahan, dan pengawalan usaha ahli-ahli organisasi dan menggunakan semua sumber organisasi untuk mencapai matlamat organisasi.

2. Pengurusan sebagai proses pengarahan, penyelarasan, dan pengaruh ke atas operasi organisasi untuk mencapai matlamat yang dikehendaki dan prestasi sepenuhnya.
Definisi di atas, walaupun mempunyai sedikit perbezaan dari segi bilangan dan jenis fungsi pengurusan, tetapi kedua-dua definisi itu mengandungi perkataan "proses" dan "matlamat". Ini bermakna, dua aspek penting di dalam pengurusan ialah:
1. Pengurusan sebagai proses: Menjalankan kerja secara sistematik serta memerlukan hubungan tertentu antara satu aktiviti dengan satu aktiviti yang lain.

2. Mencapai matlamat organisasi: Apabila aktiviti organisasi itu berjalan dengan teratur dan berhubung atau membantu antara satu dengan lain, maka matlamat organisasi itu dapat dicapai. Matlamat organisasi dapat berbentuk kualitatif (subjektif) atau kuantitatif (objektif).

Pentadbiran
Definisi Dari Segi Takrifan
Menurut Haji Wan Azmi Ramli di dalam bukunya ‘Pengurusan Terkini’ – Pentadbiran adalah satu cara untuk menjayakan dasar-dasar kerajaan melalui penyelarasan serta penyeliaan segala pekerjaan yang dibuat disamping tindakan yang diambil.
Haji Wan Azmi Ramli turut menyatakan bahawa ‘pentadbiran ialah sesuatu yang ditadbirkan dan ini merangkumi bidang batasan yang amat luas seperti menelah (meramal), merancang, mengelola, mengawal, menasihat, menyelaras, menyelia, melatih dan kadangkala ,meniru dan menurut. Segala ini diuruskan, secara sedar atau tidak sedar mengikut dasar tertentu agar matlamatnya tercapai dan kerja berjalan lancar yang boleh dimanfaat oleh semua.’
Para sarjana Barat mempunyai takrifan yang tersendiri mengenai definisi pentadbiran dari sudut takrifan. Sebagai contohnya Mayo (1954) – mendefinisikan pentadbiran adalah satu fungsi untuk menetapkan, menentukan, dan memperjelaskan sesuatu, menggubal dasar dan peraturan serta memberikan kepercayaan kepada kakitangan untuk menyelesaikan penugasan terutama penugasan yang berprestij tinggi..Selain daripada penekanan turut diberikan agar pentadbir diberikan autonomi untuk membuat sebarang pilihan, penyediaan dan pengelolaan ke atas segala kemudahan yang bersesuaian.
Bagi Newman (1963) pula, beliau mentakrifkan pentadbiran sebagai satu garis panduan yang berpandukan gaya kepimpinan yang mampu menyelia dan mengawal segala usaha yang dijalankan bersama oleh individu di dalam sesebuah organisasi yang mempunyai matlamat yang sama. Menurut pendapatnya lagi kerja-kerja pentadbiran mempunyai perkara-perkara asas seperti perancangan, pengelolaan, mengatur, mengumpul, membuat penyeliaan dan membuat pengawalan.

Definisi Dari Segi Konsep
Woodrow Wilson melalui bukunya ‘ The Study Of Administration’ menyatakan konsep dan pemahaman tentang pentadbiran dapat dipelajari dengan lebih mudah sekiranya seseorang itu mempelajari dan memahami sepenuhnya konsep sains politik. Menurutnya terdapat dua persoalan yang utama apabila memperkatakan tentang konsep pentadbiran iaitu :-
a. Siapakah yang paling sesuai menggubal undang-undang dan apakah rasional disebalik penggubalan undang-undang tersebut?
a. Bagaimanakah kaedah yang terbaik untuk melaksanakan undang-undang yang digubal dengan jelas, nyata dan tanpa meninggalkan apa-apa fakta penting yang berkaitan?
Charles A. Beard berpandangan bahawa pentadbiran adalah satu dari cabang ilmu sains. Melalui kajian beliau yang dijalankan melalui ‘The Bureau Of Municipal Research’, beliau dikatakan dapat mengggariskan perbezaan yang nyata konsep pentadbiran dalam sektor kerajaan dan sektor swasta. Beliau juga berpendapat bahawa terdapat elemen hubungan manusia dalam pentadbiran.

Menurut Boles dan Davenport, tiada garis pemisah yang nyata diantara pengurusan dan pentadbiran, Boles dan Davenport (1976) menyatakan bahawa pentadbir dan pengurus adalah satu fungsi yang sama meliputi aktiviti-aktiviti merancang, menghimpun dan menganalisis, mengawal dan menyebar maklumat-maklumat dalam usaha mencapai objektif yang telah ditetapkan. Wilfird Brown juga bersetuju bahawa pentadbir dan mengurus adalah satu peranan di mana kerja-kerja diagihkan kepada pembantu-pembantu dan pengurus dan pentadbir mengambil kira hasilnya.

Namun terdapat juga pendapat bahawa pengurusan dan pentadbiran dikira sebagai sebuah entity yang berbeza. Ada banyak faktor yang menurut pentadbiran dapat dibezakan daripada pihak pengurusan. Ini adalah sebagai berikut:



Fungsi di dalam kerja

Dalam pentadbiran ini adalah prihatin dengan penentuan tujuan dan dasar utama dari sebuah organisasi. Bagi pengurusan pula ia menempatkan ke dalam tindakan dasar dan rancangan yang ditetapkan oleh kerajaan.

Jenis fungsi

Dalam pentadbiran ia adalah fungsi menentukan dan bag pengurusan lebih memperlihatkan sebagai fungsi eksekutif.

Skop

Skop pentadbiran melaluinya keputusan utama adalah dari sebuah syarikat secara keseluruhan. Dalam pengurusan pula keputusan dalam kerangka yang ditetapkan oleh pentadbiran.

Bidang kuasa

Bidang kuasa sesebuah pentadbiran merupakan kegiatan pihak atasan seperti lembaga pengarah atau menteri-menteri. Dalam bidang pengurusan: Ini adalah kegiatan pengurusan di peringkat pertengahan sesebuah organisasi contohnya keputusan yang dibuat oleh seorang Pengurus Besar atau Pengurus Cawangan..

Kedudukan hakiki

Golongan yang berada dalam pentadbiran selalunya adalah terdiri daripada pemilik modal yang melabur dalam dan menerima keuntungan dari syarikat atau organisasi. Berbeza dengan pengurusan dimana ia adalah sekumpulan personel pengurusan yang menggunakan pengetahuan khusus mereka untuk memenuhi matlamat organisasi.

Pelaksana tugas

Dalam bidang pentadbiran biasanya dikaitkan dengan kerajaan, tentera, pendidikan, dan organisasi keagamaan. Berbeza dengan pengurusan dimana hal ini digunakan di dalam syarikat-syarikat perniagaan.

Membuat keputusan

Perkara yang mempengaruhi bidang pentadbiran untuk mencapai keputusan pendapat orang ramai atau rakyat, dasar kerajaan, sosial, dan faktor agama.
Namun dalam pengurusan capaian keputusan dipengaruhi oleh nilai-nilai, pendapat, dan kepercayaan dari pengurus.



Fungsi utama

Fungsi utama pentadbiran ialaha perancangan dan pengorganisasian fungsi-fungsi yang terlibat di dalamnya. Bagi pengurusan pula fungsinya adalah kepada memotivasi dan mengendalikan fungsi-fungsi yang terlibat di dalamnya.

Secara kesimpulan kedua-dua entiti ini tidak dapat dipisahkan memandangkan kebergantungan antara kedua-duanya amat tinggi dan saling berkaitan antara satu sama lain.Tidak ada cara lain bagi sesebuah organisasi yang ingin maju membiar atau melepaskan salah satu antara keduanya untuk tidak memantapkannya. Justeru kebanyakkan syarikat yang maju, kementerian serta jabatan kerajaan yang dapat menyalurkan khidmat dengan berkesan sering dikaitkan dengan pengurusan dan system penghantaran yang efisien serta barisan pentadbiran yang bervisi tinggi dan sentiasa ingin menempatkan organisasi masing-masing untuk berada setidak-tidaknya dalam keadaan yang kompetetif. Bagi negara kita salah satu usaha memantapkan pengurusan dan pentadbiran awam adalah dengan pelancaran Program Transformasi Kerajaan (GTP) oleh YAB Perdana Menteri. (konon la sangat)
Program pada 20 Januari 2010. Transformasi Kerajaan ini memperincikan objektif, keberhasilan dan set tindakan permulaan dalam bidang yang dikenal pasti sebagai Bidang Keberhasilan Utama Negara (NKRA) dan Bidang Keberhasilan Utama Kementerian (NKRA). Melalui pelan ini juga kebergantungan kerajaan terhadap pasukan pengurusan yang cekap dan berkesan juga tidak dapat dipertikai. Nyatanya walaupun berbeza bidang namun gabungan kedua-dua bidang ini amatlah penting untuk sesebuah organisasi apalagi bagi sesebuah negara.

Namun apakah itu ertinya NKRA? Siapa agaknya yang boleh menjawab persoalan di sebalik perlaksanaan 'sebenar' NKRA? :)

Salam,.Ramadhan has come again. For me, I hope it'll be a most successful Ramadhan seems we're ought to get the rewards by doing vast of good deeds for Allah sake., Or better to said as; lillahi Ta'ala.

Every moment of Ramadhan is a gold mine for every people who known themselves as muslim. We're vastly awarded the opportunity to have all of us to be headed towards the Jannah. I hope and I pray to Allah that the Ramadhan for this year and the incoming years would be a successful benchmark for us thus to push us a little harder for us to be a good muslim,. Insha Allah,. Differences among us?

“Silky colored, will you love me? Silky colored will you leave me? Silky colored indecision? Silky colored cause I’m Asian?” So what? I’m Asian..then?
The title frankly referred to one of the respective Malaysian rock band’s song as it became hits song mostly for teenagers around 1999 and at the beginning of the new millennium. The song lyric might called us to withstand the pressure of a person who is in love to another (particularly a girl) but sadly snubbed by the girl just because he’s an Asian. Or the answer for that might remain indecision or unanswered. Although it’s clearly brought us to view the message of the lyric which is specifically about racism, or even in general, the difference among us?
What is racism? Why does it exists? What is so special for being white, black or eventually a colored person? Why there is a privilege for creating such differences? Maybe the right question towards this is what is the differences exist among us? Why must there are differences among us? What do we get for being extremely proud of our own race? Here in our beloved country Malaysia, I’d heard some opinions from my own kind (I am a Malay) defining to what is still happen today and believe me they still feel that they are the one who born with supremacy which linked them to be recognized a rather different than anyone else or to be precise, SPECIAL. Much more annoying, intolerable and yet distracting is when the person says “ We are Javanese, we have huge heritages COMPARING to others in this region,” some other conversations “Our tribes are always unite, not all the outsiders are good for us, if anything it’s easier to deal with our kind” or in their native tongue “Puok-puok kito tokke pecoh, set luar buke leh jadi saen kito blako, kalu ado gapo-gapo mudoh lagi ngan set-set kito ”, another is “We’re the Syed’s and Sharifah’s, it wouldn’t be appropriate to see we mix around other ordinary people. Evenmore if we married to them.” The rest I’d been heard “Kalau orang Kelantan aku reverse” simply the sound means to “I wouldn’t go if he/she is a Kelantanese.
Here in Malaysia three ethnic majorities Malay, Chinese and India are the races comprised as well as others like Dayaks, Kadazan-Dusun etc where mostly remain at the East side of the country. Multi-racial, multi-culture, multi-religion and likewise multi-thoughts and faith which essentially contributing to many consequences. Like this report on March 26th 2006, New Straits Times ran a survey related to the issue. This is one of the finding of telephone survey by New Straits Times on 1200 respondents which confirm that racism runs deep in Malaysia.
Negative stereotyping is well entrenched:
• 58 percent of Malays, 63 percent of Chinese and 43 percent of Indians polled agreed that Malays are generally lazy.
• 78 percent of Malays, 60 percent of Chinese and 40 percent of Indians think the Chinese are greedy.
• 60 percent of Malays, 58 percent of Chinese and 20 percent of Indians believe that Indians cannot be trusted
A perfect fact which the syndrome is spectacularly spreading differences year by year. The country are going to be 53rd years achieving its independence and this is what is still happening. With the leaders idea towards a One Malaysia (1 Malaysia) mission, we might gonna see that as the way to combat and free us from this differences or it’ll be just another political initiative run by the politician in order to presume a good looking country so that the investors would come and they can project their further agenda?
Globally I would like to bring you this issue which I believe racism is still exists. As well as some which much more extreme and rather expand themselves towards political and policies. Just looking through a scenario which consciously or unconsciously happened here in the country yet trying to see WHY these do exists, believe me until now. Hence, the more we look through we are actually listing it in much well organize as like race-based political parties, the supremacy of a particular race and much extreme self-recognizing as the chosen race to lead the world? Some even said that they are the people chosen by God to lead the world and humanity. Further, they also consider other races as slaves or animal which can be easily being wipe out or invaded.

Racism is just another issue. The thing that we are talking about might quite refer to as a broader or in a bigger scope. We might didn’t realize that if we think globally; differences like race, religion, culture, educational background, countries, states, income, social status, skin colors and even genders are everything which brought and still bringing us into the state of differences. Talking about differences, some governments in this world are, were, or used to fight of equality and similarities within human rights into global intention but still and remaining still dividing its own people by various approach either openly or subliminally thus contrary to what they projected and still projecting through their media to spread their agenda on the unity of every ethnics live in the country as well as other equalities and rights. If you could see the thing in the media which sorely about things that always remain great and the best all about them as others against them will be projected as extremist and much terrible perhaps; terrorist. Most of the time if we recognize everyone in us with differences there’s always conflict and collision between us either we realized or not. But still it is up to us to keep it remains or else we should just forget the differences and we unite as one and keep the peace remain at the most in this world. But the things happen here even back to years and years before are still remaining the same. The people are still forming their race based political party, hatred towards others still running deep, people keep dividing themselves by showing their social status, their wealth and things they had, working class people paying the tax as the upper class unlikely towards it, the middle income are keep working hard to keep them out of poverty and the poor ones which keep getting poorer to remain scaring those people in the working class and the middle income to avoid being like them. How far can the ideas and taglines promotes by the politicians are really actually at least to see this thing and to overcome it? There were a lot of efforts from the government to overcome those in the poor range but from years to years we still could watch a TV program which shows us the life difficulties faced by the poor ones and the anguish which still exists in a so called developed country. Are the ideas will be only remain as their political propaganda tool just to ensure all the cash flow into the country? Is that shows to us that this people who live in poverty are actually being forced to play their role in ensure that people will be scared to be like them. Instead of races and bloodline, the most effective way to divide people here is the social status. Which through materialism we keep being divided and so that we keep indirectly or directly fighting with each other to contribute many complications and even greater a war.

It is just like the system. What system? “Divide and rule”; Yes a system which used by the British during colonialism era is not only in our country but partly most from the Commonwealth region thus the reason are mostly because to reduce the awareness of the local native about their rights in their own land so that they could straight get their hands to all resources the colony had. The differences are on the implementation and using ethnicity point. But this uncivilized approach are actually still running in modern government which reasons behind that could be some sort of hidden agenda or planned in secrecy. A person who could rationally think about what is really going on in our world might ask the same question like me: Why is this happen? Who did plan for this to be happened?

Gender Conflict = Gays, Lesbians and Shemales, in our Universities.

An issue with many cases risen for so long time ago and most of them resulting into an extremely unhealthy social environment which partly become one of main contributor to STD (Sexual Transmitting Disease) agent and also other types of contraries to a normal society.
The first question, where does this thing come from? A broken family? Broken home? Peer pressure? Or even precise to be questioned here is; how does this gender conflict feeling come out from a person although she/he was a normal person before turning into a gay, bisexual, Lesbos and even shemales.

Taken from one of the references, the holy Qurans which condemns directly upon an abnormal intercourse has taken to where this terrifying thing shouldn’t be happen into our Muslim society widely as well as here in Malaysia.
According to the Old Testament, the Koran, the people of Lot were destroyed because they engaged in homosexual behavior and were unrepenting and un accepting of God's admonishment (Holy Bible, Genesis chapter 13, 14, 18, 19; Koran 7:80-84; 4:16 etc)
In the book of Romans, in the Bible [New Testament], Paul states:
"Their women exchanged natural relations for unnatural and the men likewise gave up natural relations with women and were consumed with passion for one another, men committing shameless acts with men and receiving in their own persons the due penalty for their error (Romans 1:22-27)."
There are five references in the Qur'an which have been cited as referring to gay and lesbian behavior. Some obviously deal with effeminate men and "masculine women." The two main references to homosexual behavior are:

"We also sent Lut : He said to his people : "Do ye commit lewdness such as no people in creation (ever) committed before you? For ye practice your lusts on men in preference to women: ye are indeed a people transgressing beyond bounds." Qur'an 7:80-81

"What! Of all creatures do ye come unto the males, and leave the wives your Lord created for you? Nay, but ye are forward folk." Qur'an 26:165

Both references relate to gay sexual activities; lesbian practices are not mentioned in the Qur'an.

Lut is referred to as "Lot" in the Hebrew Scriptures. This passage is an apparent reference to the activities at Sodom and Gamorah. It seems to imply that there was no homosexual behavior before it first appeared in Sodom. This is a uniquely Islamic concept; it does not appear in Jewish or Christian beliefs. The passage also links the sin of Sodom (the reason for its destruction) to homosexuality.That linkage is contradicted by other verses in the Hebrew Scriptures.

The Hadith and homosexuality: The Hadith are collections of sayings attributed to Muhammad. Many Hadiths (ahadith) discuss liwat (sexual intercourse between males). Two examples are:

"When a man mounts another man, the throne of God shakes."

"Kill the one that is doing it and also kill the one that it is being done to." (in reference to the active and passive partners in gay sexual intercourse)

There is at least one mention of lesbian behavior mentioned in the Hadith: "Sihaq (lesbian sexual activity) of women is zina (illegitimate sexual intercourse) among them."

Traditionalist orthodox Muslims generally claim that the Hadith literature contains the authentic sayings of Muhammad. Many liberal Muslims doubt their authenticity. The latter might point out that during the times of the first Caliphs, Muslims did not know what to do with individuals guilty of "liwat/lutiyya". No sahabi (companion) of Muhammad could quote a saying or decision of Muhammad relating to this question.


I was in a casual conversation with three university students ;which I reluctantly gonna put their names in this post at a coffee house somewhere in Selangor a night before the Christmas Eve. One of them is a girl. Well for everybody’s information those were a normal person and what I’m gonna say here are their experience they want share with me.
“Aku last sem ada sorang roommate, malas nak sebut nama; tapi yang ni lah yang jadi, dia sikit-sikit cakap kat aku, aku serius tak tahan tengok ko bukak baju, seksi siot, aku macam perasan yang mamat ni lain macam sikit. Siap penah sekali tu aku terjaga dari tido, dia tido sekatil ngan aku siap peluk aku lagi, aku menggelabah lah siap sepak dia lagi” said the first guy.
“Penah la jugak ada sorang penkid ni ushar-ushar aku,.. siap mintak number telefon aku lagi, memang aku tak kasi, tapi entah macam ne satu hari tu dia tak abes-abes cuba ajak aku berborak, tapi aku buat tak tau,.ada time tu dia cakap aku pun ada k**** la, ko nak check ke?” said the girl.

“Universiti sekarang ni buatkan kita takut hilang kemuliaan dia sebagai tempat tutut ilmu, dalam banyak-banyak student yang betul-betul nak belajar ada jugak yang nak jadikan universiti ni macam tepi jalan, tak kisah kalau nak bergaya, nak tunjuk awak tu sape, nak tarik perhatian orang la, tapi kalau dah tak terkawal, macam sekarang yang kita Nampak, itu la jadinya.”
In bigger scope I just couldn’t come with any conclusions towards this matter. From those long conversations with them, there are funny stories and not forgot to say horrifying one. I just love to see all the television forums, newspapers and much more openly the internet had discussed this matter but yet haven’t see any explanation to get this thing real so that people could really see this and think. They had been so many of them, that even one day if there’s an NGO which fight for their rights to remain in this Muslim majority country.
Thus, these wrecked community had openly showing themselves in public and shouting their rights when a vocalist from a popular local Indie band stated his view openly against those community; Thus a terminology vastly spread which also known as homophobic breaks through in our society. If there is they responded much like those in western countries although there weren’t such a law which recognized their claims. Are they about already receiving such a positions to gain such rights like given to those in the west? If there is then, will there be a shemale minister or MP for the next incoming years?

L.O.V.E

‘Love is like war, easy to start, difficult to end, impossible to forget’. On 4th April 2010, someone text me late in the afternoon for such a quote which rather unknown by me. I was terribly mismanage my time that day as I went out to see peoples for particular business, leaving out some more unfinished task given by the boss. I mean, “Gosh! I wish I was like other normal person on that day enjoying the casual weekends.”
Talking about love, there’s a song by Michael Buble which I seldom listen to it but yet the quote sent by the person to my cell phone really had attracted me to listen to it. The song lyrics which really makes me enjoy to it:
L is for the way you Look at me,
O is for the only One I see,
V is Very very extraordinary,
E is Evenmore than anyone that you adore.




The song, maybe helps us to define the way we see what is Love all about. Lovers, adoring, tenderness and care to someone. We humans are naturally born for that. It’s either the way we show or we give it to anyone or anything that we want, and even how we fall in love to someone and who knows, that’ll really gonna change our world.
On that quote, there’s an obvious truth in it. When we are in love to someone, all the wonderful dreams just come out which we might do even a severe sacrifice just to ensure those dreams come true. Some of us derived to lost of what we call a sacrifice in the name of love.
To me the war in love, are the egos we face up, building a mutual understanding with the partner and give and take. Once the challenge done, it’ll do remain impossible to forget the person we love.
To love is to share, completing each other, ease things together, an openly acceptance to every feature of the companion and amaze the person. It’s not just the three words but to commit with all the heart and whatever it takes.
No matter how you look like, who you are or what people say about you, love is a well deserve to everyone.

Salam,


Assalamu3alaikoum warrahmatullahi wabarakatuh, praise upon Allah for letting the blog successfully produced. This will be a blog for discussing the happenings, thoughts, views, issues, events and maybe some of your thoughts merely on issues which will brought for us to think.
Thus I am also gonna share some of my experience regarding to what I'd been through.

I love to say that; for many years I'd been such a resilient person; watching people in different colors, ethnicities, faith, political views which derived them to every counts of desires, paths and needs which I'm affraid constantly derived into humanity destructions in various aspects. We will discuss this matter soon on my next post EnshaAllah.

I am strongly reject any suggestions, comments, views and thoughts which related to national political scenario which for me, I feel it is suppose to be discussed in the right field or to the right person. The blog greatest issue is all about humanity.

Last but not least, we shall share some great ideas and view, I just can't wait for that,.have a great day ahead guys.. Salam
